Summary



This position is a Human Resources Specialist at the ASC HRM Contact Center, Customer Service Level Two.



The Contact Center is responsible for the delivery of customer service using state-of-the-art technology and re-engineered business processes.

Responsibilities



- Assists callers with infrequently used HR systems and tools. Provides guidance in how to locate How-to?s so that callers can learn how to use tools themselves.

- Answers calls from the public regarding issues in automated staffing program and assists applicants in resolving such issues.

- Updates and provides training for new Contact Center agents at Level One in. Training classes include, Phone Pro, HR Help, NFC, EmpowHR, ConnectHR, PII training and any other classes needed to perform as a Contact Center agent

- Ensures advice and counseling is current, accurate, and consistent with applicable Federal HR laws, regulations, and procedures

- Utilizes a variety of systems, such as ConnectHR, Paycheck, EPP, eOPF, eRecruit, eTracker, e-Authentication, e-forms, and NFC to resolve customer problems

- Ensures accomplishment of work in accordance with prescribed regulations, policies, and procedures. Advises management of changes in workload.

- Provides guidance and direction to management on present and potential organizational, management, or employee problems

- Develops the Quality Management Plan that documents the management and operational policies and procedures to ensure work processes, products, or services satisfy expectations and quality standards

Specialized Experience Requirement:



GS-09: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level;



OR a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;



OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Specialized experience is defined as experience providing consultative services and explaining human resources rules, regulations, and procedures. Assessing human resources issues, including conducting research and providing a recommendation for resolution. Preparing necessary correspondence, documentation, or reports for a human resources program to document customer inquiries and issues.



GS 11: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level; Specialized experience is defined as experience researching and interpreting guidelines, regulations, and directives from numerous sources to provide advice and counsel pertaining to human resources. Identifying trends and coordinating appropriate solutions to resolve human resources issues. Formulating and implementing training plans, policies, and/or procedures for a human resources team or functional area.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.



TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
