Primary Care Operations Manager

Role Purpose

To lead, mobilise and manage the full contractual and operational delivery of Primary Care (CCG) and Social Care/Public Health (Local Authority) commissioned healthcare services at a local level

Accountabilities

Supporting the full-service implementation (through design, set-up, delivery and close) of commissioned healthcare services at a local level.

· Responsible for the mobilisation plan, resource and operational requirements for healthcare service implementation

· Responsible for ensuring any 3rd parties / partners are engaged in the implementation plan and that contractual delivery requirements can be met at a local level

· Responsible for ensuring all operational infrastructure, systems, procedures, resource is capable and fit for purpose for delivering the healthcare service contractual requirements

· Work closely with local network operational teams to ensure required resource is available, capable and in place to deliver services on time

· Where my Client is awarded PRIME provider contractual status - responsible for the contracting of any 3rd party / partner suppliers and agreeing service procedures, KPIs, SLAs, penalties etc.

· Responsible for managing these 3rd parties / partners throughout service delivery to ensure contract deliverables are met and service revenue maximised

· Where my Client is a sub-contractor to a PRIME vendor then responsible for ensuring my Clients healthcare services are fit for purpose and deliver to the requirements of that contract and that any service targets are achieved, and service revenue maximised

· Responsible for the P&L of the commissioned healthcare service contract (whether PRIME or sub-contractor) and for ensuring necessary systems and tracking is in place for all financial transactions (invoicing, revenue recognition, 3rd party / partner payments) are managed appropriately

· Responsible for commissioned service reporting (whether PRIME or sub-contractor) ensuring that systems and procedures are in place to collect all required service metrics and that contractual reporting requirements are met

· Responsible for account management of the commissioning customer and for attending regular customer review meetings. Act as single point of contact for customer for any operational related issues and service issues / escalations, and escalate to the

· Ensure we deliver continuous operational excellence and improvement in healthcare service delivery. Liaise with the relevant stakeholders to ensure that contract requirements are met

· Responsible for keeping up to date with changes to Primary & Social Care strategy, structure and policy, as it relates to the service

Experience and Qualifications

Essential

Previous experience (with responsibility) of working in an operational / project management role in any of the following sectors: Pharmacy, Pharmaceutical, Primary Care, Social Care, Healthcare
Ability to manage services / projects across multiple healthcare disciplines / areas
Passionate customer centric "can-do" attitude
Self motivated
Excellent organisational and project management skills
Commercially aware and astute
Ability to work both independently and within a matrix management structure / team to high standards of operational delivery and clinical governance
Strong cross functional team player with excellent networking and relationship building skills
Good presentation and communication skills to include report writing.
Direct experience in Primary & Social Care Sectors (preferably clinical / pharmacy / commissioning roles)Desirable

Educated to degree level (life sciences, pharmacy, healthcare, business skills)
Evidence of successfully managing the full life-cycle of healthcare services or projects to contractual KPIs/SLAs and delivery of internal revenue and EBIT targets
Experience of managing 3rd party suppliers or partners to ensure delivery to KPIs and SLAs
Excellent knowledge of the NHS and Social Care environment
